The Prison Question
One of the most serious problems affecting the public power, never faced with the attention required by the competent authorities, is the result of the critical and perverse conditions of our prison system. Most ordinary men ignore what is happening inside the prisons in the 21st century, in terms of promiscuity, lack of material, moral, medical assistance, minimum conditions of survival worthy for the human being.

There are prisons with no more than four hundred occupants with a prison population of over one thousand and two hundred.
In this environment of reproach and moral debauchery
There is no prospect of salvation for anyone. If segregation is already a vacuum in itself, and it is horrified by any being of nature, let alone isolation marked by abandonment, by contempt for all rules of respect for the human person. For this reason, the news that the state of Minas Gerais will build the first prison complex of the country, consisting of three units destined to the closed regime and two to the semi-open, is expected to be completed in thirty months and the capacity to receive three thousand and forty sentenced. It is planned to provide assistance in the prison area of the most modern in the world, from care for the inhibition of escape to the path of re-socialization of prisoners, with opportunity for work and education. The interns will have educational and cultural activities, besides receiving classes in vocational courses.
It is necessary to be aware of the serious problem and that it has to be faced by the Executive Power, whose members have lacked the political will to do so. Judged and convicted of a criminal offense, the judge loses it all the time of the execution of the sentence, because from then on all responsibility for him becomes the prison administration, with the unavoidable supervisory powers of the Public Prosecution Service.
The most serious problems that occur within the penitentiary system in a large number of countries around the world come from the poor quality of their administrators, from the lack of moral and intellectual qualification of the prison, when it is known that the agency and its abuses in that environment is a human fatality, if not observed old principles of pedagogy, discipline and moral education.
Prizes and punishments; preteritions and preferences; favors and persecutions, which are granted or denied, inflicted or prodigalized in the execution of sentences, are the most formidable forms of agency to exercise in the solitude and isolation of prison.
Without the preparation of an informed administration on the essential elements of the penitentiary
Without the investiture of suitable personnel and advantageously educated for the administrative service of the prisons, without the accommodation of the inmates in a healthy environment and of convenience minimally adapted for its reception, the explosive problem of prisons will endure indefinitely, compromising the moral prestige of society itself.
As we have seen, this is an immensely complex problem, for which solutions require much study, public spirit, idealism and political will, qualities that unfortunately have been lacking for those responsible for the most pressing issues in the area of human rights.
